Yunesung Kim received his B.S. and M.S. degrees in Electrical and Electronic Engineering from Yonsei University, Seoul, Korea, in 2011 and 2013, respectively. In 2013, he joined access development team at SK telecom and has been working 3GPP standardization and commercialization of LTE/LTE-A/5G system. He has been representing SK telecom as head of delegate for 3GPP RAN plenary since 2022. |
Dr. Chi-Hsuan Tang, Researcher,

Dr. Tang received her Ph.D. in Electrical Engineering from the National Chiao-Tung university Taiwan in 2007, then she joined Chunghwa Telecom (CHT) as a Researcher in CHT’s Telecom Laboratories. Currently, she is leading a research team responsible for openness and intelligence of mobile networks. |
Dr. Chungwoo Hwang, Principal Research Engineer, KT

Mr. Chungwoo Hwang has been working in Telecommunications standards for more than 15 years. Currently, he is working as a Principal Research Engineer at InfraDX Lab. of KT and has been representing KT as Head of Delegate for 3GPP RAN Plenary for more than 10 years. He has been actively involved in standardization of 5G NR and LTE as he is currently working on next generation(B5G/6G) access technology. He has various experiences as rapporteur of RAN4 work items on spectrum issues. He is also currently serving as a Vice-Chair of TTA PG1102 (Mobile Wireless Access Project Group).
Prior to 3GPP standardization, he has also been served as Chairman of SPWG(Service Provider Working Group) in WiMAX Forum.
Before joining KT, he was a Senior Engineer in Samsung Electronics covering research and development of WiMAX and HSPA modem. He received B.S. in Communications and Radio Engineering from Yonsei University (1998) and MSc. In Mobile, Personal and Satellite Communications from University of Westminster (2000). He was a Ph.D candidate for Telecommunication in King’s College London (2004).

Dr. Steve Huang is Special Assistant of Chairman & Senior Vice President of Pegatron Corp., where he focuses on developing 5G, AI, AR/VR, electric vehicles, and cloud/edge computing technologies in 5C product lines, Computing, Consumer, Communication, Car, healthCare since 2016. He received a Ph.D. degree in Satellite and Communication Engineering and an M.S. degree in Electrical Engineering from University of Southern California, USA, and a B.S. degree in Electrical Engineering from National Taiwan University. He kicked off his career as Member of Technical Staff in ComSat Labs, Maryland, USA. As associate vice president of Asustek Computer in 1999, he has established Broadband BU, collaborating with top 10 multinational corporation in telecommunications industry. With a wealth of leadership experience, he has served as General Manager of BU6, Pegatron Corp. (spun off from Asustek) in 2008.

Dr. Peikai Liao, Senior Dept. Manager, MediaTek

Dr. Pei-Kai Liao received the B.S. and M.S. degrees in electrical engineering from National Tsing Hua University, Taiwan, in 1997 and 1999, respectively, and the Ph.D. degree in electrical engineering from University of Southern California, USA in 2007. He joined MediaTek Inc. in 2007. His research interests focus on 4G/5G/6G technologies.
He participated 3GPP RAN1 for specification works in LTE Release 10/11/12/13/14 and 5G NR Release 15/16/17 since 2009. He served 3GPP Rapporteur of LTE Release 13/14 Multi-user Superposition Transmission and one of 3GPP RAN1 feature leads to lead specification works in 5G NR Release 15. He is currently Senior Dept. Manager in MediaTek, leading research works on 5G/6G physical-layer technologies and serving as head of delegates (HoD) of MediaTek delegation team in 3GPP RAN1.

Dr. Hyoungju Ji,

Dr. Hyoungju Ji received the B.S. and M.S. degrees in electronic engineering from Sogang University, and the Ph.D. degree in electrical engineering from Seoul National University. In 2007, he joined Samsung Electronics, where he has been involved in 3GPP RAN1 LTE, LTE-Advanced, LTE-Advanced Pro, and 5G NR technology developments and standardizations. He is currently a Principal Engineer with Samsung Electronics. His current research interests include advanced duplex scheme, multi-antenna techniques, compressed sensing, and millimeter wave communications.

Dr. Yung-Lan Tseng, Principal Engineer, Spectacular

Dr. Yung-Lan Tseng received his Ph. D. degree in Electronics Engineering from National Chiao Tung University (NCTU), in 2013. He has experience on wireless communication industry and technical specification progress for over 16 years. He started attending 3GPP meetings since 3GPP Release12, and he has worked on various topics, including LTE Dual Connectivity, LTE V2X service, 5G NR, NR sidelink and Non-Terrestrial Network (NTN) in 3GPP RAN2 WG.
Yung-Lan joined Foxconn in 2016 and now he is currently an principal engineer on Spectacular Co.Ltd, which is a Foxconn’s subsidiary concentrating on advanced wireless research and 3GPP standardization activities. Before joining Foxconn, Yung-Lan has worked in Institute for Information Industry (III) & Industrial Technology Research Institute (ITRI) for wireless communication research, which covers WiMAX and 3GPP LTE system.
He is now serving as TAICS TC1 (Advanced Mobile Communication) Vice Chairman position.

Dr. Hanbyul Seo,
Research Fellow,

Hanbyul Seo received the B.S., M.E., and Ph.D. degrees in electrical engineering from Seoul National University, Korea, in 2001, 2003, and 2008, respectively. Since he joined LG Electronics in 2008, he has been involved in standardization and technology development for 3GPP LTE and 5G systems in the areas including heterogeneous networks, multi-cell cooperative communications, device-to-device communications. He worked as Rapporteur of LTE and 5G V2X standardization in 3GPP Rel-14/15/16, and he received 2016 3GPP Excellence Award in recognition of his contribution to the C-V2X standardization. As an expert of vehicular communications, Hanbyul Seo was also selected as one of the 100 technology leaders of National Academy of Engineering of Korea for 2025. He is currently Research Fellow and leads standardization activities for connected cars in LG Electronics.

Prof. Hung-Yu Wei is a Professor in Department of Electrical Engineering and Graduate Institute of Communications Engineering, National Taiwan University. He received the B.S. degree in electrical engineering from National Taiwan University in 1999. He received the M.S. and the Ph.D. degree in electrical engineering from Columbia University in 2001 and 2005 respectively. He was a summer intern at Telcordia Applied Research in 2000 and 2001. He was with NEC Labs America from 2003 to 2005. He joined National Taiwan University in 2005. His research interests include next-generation wireless broadband networks, IoT, vehicular networking, and fog/edge computing. He has been actively participating in NGMN, IEEE 802.16, 3GPP, IEEE P1934, and IEEE P1935 standardization. He serves as Secretary for IEEE ComSoC Fog/Edge Industry Community. He is currently the Chair of IEEE P1935 working group for edge/fog management and orchestration standard.

Dr. Sunghyun Moon received the B.S., M.S., and Ph.D degrees in Electronic and Electrical Engineering from Korea University, Seoul, Korea, in 2005, 2007, and 2012, respectively. He is currently with Electronics and Telecommunications Research Institute (ETRI) as a Principal Researcher working on 5G/6G wireless communication and 5G-Advanced standardization in 3GPP TSG-RAN1. |
